Gill Group’s consulting services are experienced in all phases of the RAD program from initial property screening to underwriting to closing.  Over the past 3 years, we have assisted numerous PHAs in preparing and obtaining HUD approval of RAD financing plans that utilize a wide variety of funding sources including, but not limited to, FHA insured loans, Low Income Housing Tax Credits, mortgage revenue bonds, grants, HOME Funds and CBDGs. Gill Group has worked with PHAs of many different sizes and levels of sophistication located in many different rural and inner-city geographical areas of the country. We have worked on a multitude of public housing property types ranging from scattered site single-family homes to high-rise buildings.  We understand vouchers, voucher agencies and voucher programs and have assisted several PHAs with site selections and transfers of assistance. In addition, Gill Group assists PHAs with understanding tenant rights, developing relocation plans and amendments to their annual and five-year plans.

Almost every RAD conversion that we have worked has been different because RAD is still a demonstration program, and things continue to come up that no-one has ever dealt with before. Gill Group’s HUD Consulting Services is led by Jerry Anderson who, prior to joining Gill, was Associate Deputy Assistant Secretary of HUD’s Office of Affordable Housing Preservation (OAHP) in Washington, D.C., also known as the Office of Recapitalization (Recap), which is responsible for administering the RAD program.  Mr. Anderson served on HUD’s Senior Management Team and was part of the group responsible for developing the RAD program.
